Cooperation with Belarus

Diplomatic relations between both countries were established on June 25, 1992. 

Diplomatic relations between both countries were established on June 25, 1992. The two countries constitute the supranational Union State (The Treaty on the Creation of a Union State of Russia and Belarus was signed on 8 December 1999).

In 2001 Russia and Belarus implemented Military doctrine of the Union State.

On February 3, 2009 the countries signed the Treaty on joint custody of the Union State’s outer boarders in aerial dimension and on creation of the Unified Regional Air Defence System of the Russian Federation and the Republic of Belarus. Cooperation between Russia and Belarus is actively developing within the framework of the Collective Security Treaty Organization (CSTO) and the Collective Rapid Reaction Force (CORF) of the CSTO.

On December 10, 2009 the Russian Federation and the Republic of Belarus signed the Agreement on the development of Military-Technical cooperation which is particularly close between the countries. Armament and equipment in the national military forces of Russia and Belarus are much identical. Moreover, military equipment produced in Russia is partially completed with components of the Belarusian production.  

For example, 280 Russian enterprises supply components and materials for machinery manufacturing to the Minsk Wheeled Tractor Plant which exports most of its products. An interstate financial and industrial group “Defence Systems” was formed. It includes 5 Belarusian and 12 Russian enterprises involved in projects on the advanced modernization of air defence facilities.

In addition to the Collective Security Treaty Organization (CSTO) a number of joint documents were adopted, such as: the Treaty between the Republic of Belarus and the Russian Federation on military cooperation; the Treaty between the Republic of Belarus and the Russian Federation on the joint provision of regional security in the military sphere; security conception of the Union State (ratified by the National Assemblies of Belarus and Russia on April 28, 1999); concept of joint defence policy of Belarus and Russia (ratified by the National Assemblies of Belarus and Russia on January 22, 1998); Military doctrine of the Union State (ratified by the National Assemblies on December 26, 2001).

Meetings at the highest level (Heads of State, Heads of foreign policy ministries etc.) are held annually as well as joint strategic, battle and counter terroristic trainings.

Rosoboronexport is a regular participant (since 2001) of the international exhibition of weapons and military equipment “MILEX” which takes place in Minsk.
