Diplomatic relations between the Republic of Turkey and the Soviet Union were established on June 2, 1920.

On December 5, 2004 President Vladimir Putin paid a State visit to Turkey for the first time in thirty years. As a result, the leaders of the two countries adopted a Joint Declaration between the Russian Federation and the Republic of Turkey on Deepening Friendship and Multidimensional Partnership.

During the subsequent visit agreements on the development of a number of key priority areas of cooperation (including energy sector) were reached. It was decided to create a new mechanism for Russian-Turkish interstate consultations at the highest level – the High-Level Russian-Turkish Cooperation Council.

Recep Tayyip Erdogan visited Russia on February 7, 2014 (as Prime Minister of Turkey) and March 9, 2017 (as President of the Republic of Turkey).

Economic and technical cooperation of the two countries began in the 1930s when two large textile mills were built (with the participation of the Soviet specialists) in Kayseri and Nazilli with concessional loans for this purpose. Later in the 1970s and 1980s 12 industrial facilities were built in Turkey with the assistance of the USSR.

Russian-Turkish relations are based on a broad treaty legal framework. There are more than 60 essential documents regulating interaction in various spheres of bilateral relations between the countries.

One of the key documents are: the Treaty of Brotherhood dated March 16, 1921; the Treaty on the Principles of Relations between the Republic of Turkey and the Russian Federation signed on May 25, 1992; Joint Declaration between the Republic of Turkey and the Russian Federation on Progress towards a New Stage in Relations and Further Deepening of Friendship and Multidimensional Partnership as of February 13, 2009.

The Russian-Turkish Business Council has been established. It includes 36 regions of Russia and more than 100 Turkish companies. The Joint Intergovernmental Russian-Turkish Commission on Trade and Economic Cooperation has also been founded.

Military-technical cooperation between the countries has been carried out since 1992. Turkey became the first NATO member country with which Russia established ties in this sphere. The foundation for bilateral military-technical cooperation was laid by the meetings of the Russian Federation President Boris Yeltsin with the Head of the Turkish Government Suleyman Demirel in Moscow (May 1992) and Istanbul (June 1992).

In April 1994, Russia and Turkey signed an intergovernmental agreement on military-technical and defence industry cooperation. In May 2001, the Joint Russian-Turkish Commission for Military-Technical Cooperation was established.

In spite of the existing challenges in bilateral relations the Republic of Turkey continues to be an important partner of the Russian Federation.

Rosoboronexport regularly participates in the International Defence Industry Fair IDEF held in Istanbul every 2 years (since 1993).

There is a representative office of the State Corporation Rostec in Turkey, which ensures the interests of Rosoboronexport.
